  • Request for proposals are invited for Climate Finance Analysis for Guatemala Scope of Work Consultant(s) will conduct the following activities: 1. Clarification of criteria for data analysis: Clarify the criteria to be used for classifying climate change mitigation and adaptation programs and projects. The consultant can rely primarily on MARN-s Thematic Classifier for Climate Change Mitigation and Adaptation Guideline,1 and supplement this with current climate-related and national-budget regulations in Guatemala, the Thematic Classifiers Guideline issued by MINFIN, 2 and other internationally recognized methodologies for climate finance analysis as relevant. 2. Data collection: Obtain data from January 2015 to December 2021 from sources of information listed in section 1.2. 3. Data Analysis: Analyze and classify collected data using the criteria defined in point 1. Data analysis and classification should consider the following: a. Climate change scope: Mitigation, adaptation, cross-cutting for each sector that is part of Guatemala-s Nationally Determined Contributions (NDC). b. Funding sources: Allocations from the National Budget of Income and Expenditures; international and national grants,international loans and/or debt-swaps. The analysis will not include financial flows oriented towards the private sector. c. Geographic scope: Depending on available information in sources listed in section 1.2, classify information at the national-, department-, and/or municipal levels. 4. Presentation of preliminary results: Provide an overview of how climate finance was distributed between 2015-2021 across sectors, by funding sources, and geographic and climate change scopes, based on this section-s point 3. The presentation should include tables and figures summarizing preliminary results, and an analysis of limitations of the methodology used. For example, description of difficulties faced due to differences between records of the diverse information sources consulted in terms of measurement units, temporality or types of data, level of detail, and other challenges that may arise during the analysis. 5. Presentation and/ or report of final results: Integrate the final results of the analysis based on the requirements to defined be by WRI and MINFIN, including tables and graphs in Excel. All work may be completed remotely, however on-site meetings may be required at MINFIN offices during the contract period. 1. Project initiation July 8th. 2. Workplan July 15th 3. Inception report July 29th 4. Reports in Excel August 31st 5. Presentation of preliminary results September 20th 6. Presentation and/ or report of final results October 24th All expressions of interest and questions about this RFP must be submitted via email to kareen.urrutia.5@wriconsultant.org by Friday, May 6th. 2022, at 19:00 (07:00 p.m.) Guatemala-s time. Answers to the questions will be shared will all parties who have asked questions or otherwise expressed interest by the given deadline.
